The School of Public Administration is a rapidly growing educational organization with a reputation that is well known both in Russia and abroad. Our School is making a strong effort to deepen cooperation with international partners to share knowledge and expertise in the field of Public Administration and Management. As we see it, there is an obvious demand for in-depth knowledge of culture, economy and the modern-day realities of the Russian Federation among Western professionals. On the other hand, practitioners and researchers from the Russian Federation are eager to learn the most innovative strategies in management, governance and public administration from international colleagues. Now, we can proudly refer to the wide range of our graduates occupying high-ranking positions in civil service, positions of CEOs in a number of world-renown transnational companies and corporations, as well as to our strong regional network with subsidiaries in Tajikistan, Azerbaijan, Kazakhstan, Ukraine and Uzbekistan. Our sound experience is based on an impressive history and traditions at Lomonosov Moscow State University, and on a great number of successfully completed projects.
The School has always been active in international collaboration in order to make integration a priority of education and research. The integration process takes place in the following areas:
Bilateral cooperation agreements
The School maintains close contacts with numerous universities in Canada, Japan, China, Chile, Bulgaria, Finland, USA, the United Kingdom and other countries. Teachers, undergraduates, and graduate students take part in long-term and short-term fellowships and internship programs at foreign universities.
The number of agreements with international partners has grown tremendously within the last 5 years; we anticipate a growing number of exchange students and teachers as well as collaborative studies and research. The School welcomes each year not less than 100 international students, interns, faculty and researchers participating in different programs and events.
Exchange students and teachers
The School is an active member of the Bologna Process, and in 2011 we shifted to a two-tier educational system. Admitting foreign students is our priority. We accept students in three areas: public administration, management and human resources. Now, we have international students and interns from all over the globe: Armenia, Azerbaijan, Canada, China, Israel, Greece, Kazakhstan, South Korea, Latvia, Serbia, United Kingdom, Ukraine, USA, etc. A promising avenue for School’s growth is through master’s degree programs. The School of Public Administration has become an attractive place to study – both for full time and part time exchange students and interns of all education levels from abroad.
Dual Degree Program
The School of Public Administration is launching a new dual degree program with Rockefeller College of Public Affairs and Policy, SUNY Albany, New York. This program is intended to provide top-level qualification in Public Administration. It offers students from Russia, USA and other countries an opportunity to continue their education by combining the advantages of the so-called “Western” and “Eastern” educational models delivered by top-ranked universities.
Membership in international university organizations and networks
The School of Public Administration is a member of the IASIA, EAPA and NISPAcee international associations. Through our partnerships with international associations, the School truly strives for all types of exchanges and international research and development. In 2010, the School of Public Administration welcomed the 13th annual conference of NISPAcee with more than 500 participants.
Participation in international education and academic research
The SPA is an active player in international research programs. Through projects funded by TEMPUS IV, US – Russian Foundation, ERASMUS – MUNDUS, The World Bank, etc. we have developed an impressive number of international projects in a number of fields, including: Public Administration, Public Administration Reform, Crisis Management in the Public Sector, Equal Opportunity Policy, Quality Management, etc.
Since its foundation, our School has supported new developments in the theory and practice of public administration and public policy. We have held conferences and provided a network for specialists from different countries to promote and advance common technologies and data sets for describing the practice of public administration. The School hosts and organizes a wide range of international conferences, seminars and discussions attracting participants from leading academic institutes, expert networks, political parties and government representatives. The most significant of which is the annual international conference “Management in the 21st century”, which first took place in 2002.
The School regularly holds its International Summer School for teachers of management disciplines. The summer school program is designed as a rigorous, challenging educational event that enables faculty and trainers from different educational centers from all over Eastern Europe and the Commonwealth of Independent States to acquire additional knowledge and skills in pedagogy, as well as gain additional interest in education and training.
The mission of the School of Public Administration is to advance excellence in teaching, research and service. Through the development of our international affairs, we are helping to prepare the next generation of public service leaders for the Russian Federation and other countries by building bridges between cultures and developing dialogue between nations.
